He preferred fighting poverty with the creation of jobs, not by using welfare programs, not to mention that he was extremely religious and shared much of his beliefs with the church. I would even go as far as stating that he was a conservative democrat during his brother's presidency, but became slightly more moderate towards the end of his life.

The man made several horrible errors in judgement that seemed to indicate each time he was more concerned with his own reputation, position, lifestyle, and power (a true elitist) than with the well being of others.

At other times, he helped to produce some good legislation that actually did help others.

Acknowledging the entire picture of the man is the only truthful, honest assessment when considering who he was.
