Is there a need for a railway? Is there corruption? Is it too high tech? Is it too expensive? These are more important issues rather than democracy, universal suffrage etc.
The government cannot assume it knows best. "Moving forward" could in fact be "moving backward". Mao thought he was moving the country forward when he launched the Cultural Revolution, when in fact he moved the country backward many years.
$66 billion is way too much and there are cheaper ways of building the railway which are just as effective (if not more so). Finally, who gets control of the land in West Kowloon? No one has said anything.

Control of West Kowloon is in the hands of SAR. Remember, UK leased the NT from China and not from HK.
I suppose Dorialee is thinking that a lot of HK invested in China but she forgot the amount of spending the Chinese poured in HK apart from its hugh hinterland. Well in the next 40 years HK will go back to China.
