Of course it isn't. It is a fishing toy for cats. You need the "rod" and string to avoid getting your hands/fingers torn to shreds. We did find that years of playing with these with our cats resulted in them becoming very good hunters.

At the risk of sounding like a know-it-all, cats don't always land on all four. The higher the fall, the higher the chances they will because the height allots them the time to twist their bodies and land on all feet. That said, I freaking love Maru.
