Because they're magical beings a vampire can pierce Clark's skin - BUT he can not be turned due to him NOT being human. And also it would NOT be a good idea for a vampire to bite Superman/Superboy, due to his cells absorbing sunlight, because that would be like biting into pure sunlight - UV rays and all.

This episode wasn't the first time the Man of Steel crossed paths with Dracula. I have an old issue of the comic cover date Feb of 1980 where Supes faces not only Dracula but the Frankenstein Monster as well.
