Navionics Instructional Series: Chapter 7: Fish'N Chip

Being that I live in the Midwest,I know nothing about coastal charts or navigation,but I am planning on moving to the Florida Keys.On the example shown above at 1:50,it shows several areas marked "Restricted".Does that mean you can't boat/fish there?If so,why would you use an example we can't go to,and why don't the warnings show up when you go to the HD depth chart?If it is restricted,is there something in your product that sounds an alarm when you cross a boundry?Forgive my ignorance on this.
