Germany had not "lost" yet but it certainly could not win fighting a losing battle. In most similar situations, where there is no hope of victory just slow defeat by attrition, the nation in question sees that they will only lose more lives, destroy their entire country's infrastructure and be worse off than just capitulating. But Hitler took it to the end!

Answer to Albo -The "ropes" attached to the plane are called static lines. Paratroopers clip the static line, attached to their chutes, to a wire inside the plane so when they jump, the line automatically pulls the chute open. Troopers don't have to pull a ripcord to deploy the chute -- since in the heat of the moment, some would forget to.
