I downloaded the pdf and read as much of it that was of interest to me. When questions come up, because it is in pdf form, I can do a search of the bill to read that section to see what is in it. Over a course of time, I've read the whole thing, and certain parts of it over and over. But to answer your question, the congressmen and women have staff, lots of staff.
