2 haste heirloom trinkets and simple +haste enchant to gloves and whatever else can have a haste enchant (idk what else).. at low levels, 1 haste is worth much more than it is at 80. so even like 15 haste at a low level will do that

Even as a level 80 rogue with 1.4 daggers Slice n Dice, Blood Lust, Mongoose, and Blade Flurry, plus the haste rating itself from gear and gems you can EASILY get 0.4 main hand and off hand speed.
