Great video btw 1:06 when you said it hasn't formed yet . It actually has. As soon as you see a debris cloud on the ground or any sort of suction on the ground, it means the tornado is complete. Since it is only air the actual tornado can be invisible. It gains its view when dirt and junk gets sucked up into it frm the bottom up. The initial visible funnel cloud is condensation and thats why its visible.This is a very unique view of a tornado from a mtn top, u should try to shop this video .

For the people that don't think it's a tornado, look again around the two minute mark in the video. It touched the ground although never picking up debris and only stayed on the ground for nearly half a minute or so.
