I loved this episode. Other TNG episodes show Data's progress to becoming more human like and his failures usually amount to humorously awkward statements. This episode ends with the tragic realization that despite Data's progress, he will never be a human. Even if he refines his programming to better and better approximate humanity, the fact that he can change rewrite his OS makes him forever different, as outlined by his line "then I will delete the 'appropriate program' " ie his relationship.
