they kissed because phoebe said she never had 'the perfect kiss' and she still wanted that, so joey kissed her. he proposed because he though phoebe was pregnant, but didnt have a father for the baby, and joey wanted her to have a father for the babies, so he proposed. later, when he found out that rachel was pregnant he proposed to her in the exact same way. joey + phoebe are the best :D
