No, the corruption and debauchery was on the part of the Republicans who demanded it be read aloud for one reason. Why? Not so they'd know what was in it, for it was already available to everyone in print and they had time to read it. The reason was because the Republicans thought it would take days - that was the Republican farce. To use the read aloud request merely as a delay tactic. The Democrats rightfully answered their mockery with a mockery to show how absurd the Reps were being.

Congressional Committees are notoriously boring 99.9% of the time. The reason they are showing this is because it breaks from the normal routine. Also, public servants get paid very low wages compared to corporate positions they could take outside Washington D.C. so the idea that your "paying them to sit around and laugh" is somewhat of an illusion. Almost all of congress belongs to wealthy families and some of them even donate sums to charities.
