It's important to remember that China was a very very backwards place, and in fact before the GLF millions and millions still starved to death every year. It's not like that policy created a problem when there was none. There was a huge problem, the policy tried to correct it (and in fact DID correct it for a little while.) India, who was under imperialist rule, who is China's closest neighbor technologically and socially, had more people starve to death during that same time period.

This caused millions and millions of these deaths. So actually, a competetive individualistic process slipped into their practice and that caused the problem.
