Yeah... getting fluent in "runs" just takes knowing what harmony goes with chords... like knowing the pentatonic scales that you can play with a minor chord.. such as playing a g minor/d minor/c minor pentatonics scales over a c minor chord. Arpegios too .. like playing a D major triad over a c minor chord... or a g maj triad over a c minor chord... or combining 2 triads to make a scale... c maj/Ab maj super imposed on each other..... C-Eb-E-G-Ab-B-C....
