An enemy did cause the reading crisis. The enemy is whole language.

Phonics-based reading instruction is the answer. The people in power are still choosing to teach "balanced literacy." Children are taught to guess at words and the text promotes guessing rather than actually using the phonics skills.

Schools do not systematically teach children to put syllables together. Counthing and clapping syllables is not enough.  This keeps them at a lower level of reading.
