No, my principle instrument is piano, not guitar. I've been told this by guitarists as well though, and I understand the playing mechanics of guitar because I used to play it.
Generally speaking, on a guitar, polyphony is more challenging to achieve than playing fast on a scale. Playing fast arpeggios is pretty simple mechanically and hard to trip up, while trying to keep two-three melodies each sounding like a singing melody on guitar; now that is really tough.
Let me give you another example on drums to help give you a better idea; playing fast 16ths on the drums in 4/4 is kind of hard...playing slow quarters with triplets on top and subdividing the whole note into equal divisions of five like African drummers can do, and then dropping the slow quarters and keeping everything intact...physically, that's not exhausting, but jeez, is that hard to play.
While it's true what you say about polyrythms etc being hard to play, this piece is also challenging because of the large jumps, difficult string crossings, and other techniques which apply at lot more to the guitar than to piano, drums and other instruments.
Hmm...Piano has a lot of jumps as well; because the piano has a lot of flexibility to it, the rep has reached unreasonably high standards of playing. Even Chopin's etudes (like the famous C major one), which are considered easier etudes on the piano (compared to say, Liszt or some Alkan) require rapid octave jumps the whole time which requires you to move your hand a hand span's length between 16th notes. I would argue though, that the real difficulty with a piece like that
is the fact that you have to have nice dynamics, changing of texture and articulation on top of actually playing it, something that's really lost on the electric guitar. I think good fugue playing on an acoustic guitar is pretty impressive, although it's not flashy like this part in the Vivaldi movement. On an instrument like guitar there's barely any fingerings that work, and it's tough to make each independent "voice" sound like separate instruments, while making it sing (have
meaningful dynamics in the large and small sense) while not losing the larger sense of the piece. But that's not really flashy and part of the difficulty is expressive musicality, not just fast straight 16ths on pretty much straight scale runs so you won't hear people mention it as often..same with jazz guitar solos which also have pretty fast runs (but that's not on fully distorted guitars and doesn't sound as badass).
I must have listened to this 400 times now. I am trying to play it, but I only got 22 frets, got to fudge a couple of notes and speed it up about 300%.

I can't hear any effects.
Only distortion about (or close of) Bass: 6~7, Middle: 4~5, High: 8~9, Drive: 9~10 and Reverb: 3~4.
Well, I have a Line 6 Spider III 75 and that's the preset that I use to sounds close to COB. (Sorry for my terrible english).
