the shell wasnt ours it was a friends, and he doesnt make them. the bp charge was added when the shell was made in china. the lift charge also depends on the type of shell too as some of the effects are heavier than others or some such as weeping willows need to go higher.
I've heard 10% is a "rule of thumb" (which usually requires some tweaking), but it varies based on the speed of the blackpowder. 10% might be for commercial (fast) BP. And I would think the rules might change when you get up to large shells, but I'm not sure.
