Right click l4d in the steam games menu, click properties, start properties and insert -console. Then start the game.

I think no, because on the xbox you don't have things such as a console, so you can't access things that haven't been deliberately added by VALVe themselves.

Normally left of 1 key and under esc key. For me though the ~ (tilde) is next to my enter key.

Also you have to turn it on in options. Keyboard > advanced > developer console.
