Maybe they love each other but its not shown in the anime. i wouldnt call it even shoujo-ai cause there is no kissing, well they are educating a small kid vivio she calls them both mama, blush near each other sometimes, sleeping together but thats all nothing more. well i still recommend you to watch the anime cause its GOOD.

It's not precisely stated when they fell in love, but they should have become a couple before the third animated series, before they started sharing a bed and all that. Now in the manga Nanoha and Fate are living happily together with their daughter Vivio. Even though this series features at least one lesbian couple, I wouldn't call it a yuri anime since the romance is secondary and not explicit.
