No. It's a reference to a 70's tv commercial which most people who were living then remember. It was a campaign against littering. A Native American looks over various ugly scenes in America and there's a tear coming from his eye at the very end when he looks in the camera. It's an iconic image expressing sorrow for the country, like "look what's happened to my beautiful country." That's what he meant. Maybe you can find that somewhere on YT.
