The CnC makes the determination to request Congress to go to war.
The CnC uses the reccommendationf of Generals and Military when making that decision, not tofind out what is righ and wrong but to ensure the military can handle the mission it is given.

This is why no one watches Matthews. The decision as to whether to go to war would depend upon the conditions under which the recommendation was made. Cantor is not in a position to know directly whether going to war anywhere is acceptable. As a representative of the Citizens of the United States, his job is to made decisions based on information that is presented to him.
The fact that Matthews is so amazed he won't directly answer such a foolish question underscores Matthews' own ignorance.

The Framers were determined not to grant the president an unfettered power to make war. Having just suffered at King George's hands, they believed one man rule led to abuse. Thus they clearly wrote: Congress, not the President, shall have the power "To declare War."(Article I, Section 8, Clause 11)
The President could act without the authority of Congress only to repel sudden attacks. In all other cases, Congress alone had the authority to declare a war.

Have to say this made my jaw drop when I originally saw it. The Constitution explicitly gives Congress the power "to declare war." Eric Cantor would seemingly eviscerate that power with his claim that the president can invade any country at any time. It's truly frightening to have someone so high in the Republican hierarchy with so little understanding of the basics of our own system of government--especially when he's unwilling to stand up for the branch of government that employs him.
