The fail in this filler arc was the plot-holes. The villain was cool and all that, but half the shit he did makes no sense. There is no way in hell that he should be able to cast lvl 99 so effortlessly, ESPECIALLY so since the main driving force behind his schemes was his reltively weak body contrasting with his powerful Zanpakuto. They just said ''fuck it, let's spam all the high level spells to hype him up even more!''.

Though, it's the second best filler arc regardless.

Having captain-class spiritual pressure does not mean you are on the same level or more powerful than a legitimate captain. Even Mugetsu did not kill him, it stopped his wounds from healing, but it did not kill him. Urahara's seal won in the end.

It might have seemed like they were all weak, but you have to remember reigai were enhanced versions of the originals (by several fold). Have you noticed that only Yamamoto, Urahara, and Hollow Ichigo have made any real headway against the reigai? These guys are known to be exceptionally powerful fighters, even they had trouble. So it seemed consistent for a filler.
