I live in Louisiana...The 1200 deaths were from a natural disaster. Baton Rouge is shaped like a bowl, the pumps that flow the water elsewhere failed. FEMA was a great organization that the government didn't approve until last minute, which made it fail. The government wasn't cosigned into FEMA due to all of this, they couldn't do much to help.
