Collin made a great point... I'd HATE to have to incorporate an IC to that... the pinouts on a lot of them are hard enough to figure out, trying to connect them without soldering would be a nightmare.
This is how I do it all the time! LOL! My dad thought me this cause he did all his project like this... He even built a battery-charger for alkaline batteries on a small plank!
Hey, when you started marking with the pencil, I thought you were going to draw out the whole circuit. Then I thought, why not stick the circuit diagram right on the board and nail straight through it? Much easier to lay out the circuit that way and a bit more illustrative of what's going on.

@ivhunter2 I think that if you change the capacitor value the leds should blink faster or slower. >10µF = slower <10µF = faster. but I'm not sure.
