Those so exposed would in time develop uncontrollable twitches and trembles, making them appear demented to the casual observer.
This is the same case of those with mercury fillings stuffed in their mouths and those injected with vaccinations. MERCURY IS DANGEROUS TO HUMANS IN ANY FORM!!!
If you read any study that states mercury is safe it has been paid for by the ADA, FDA.

We now know that mercury is a cumulative poison that causes kidney and brain damage. Physical symptoms include trembling (known at the time as hatters shakes), loosening of teeth, loss of co-ordination, and slurred speech; mental ones include irritability, loss of memory, depression, anxiety, and other personality changes. This was called mad hatter syndrome.

ברור שבמנותק אתה יכול לחשוב שחוק פותר בעיה, אבל עצם ההתנהלות של חקיקת חוקים גורמת להתעלמות מבעיות שורשיות יותר.
אתה יכול לחוקק חוק שלאף אחד אסור להיות מושפע מכוח הכבידה, ואז כולם יכנסו לכלא. זה בדיוק כמו להכניס אנשים עניים שגונבים כי אין להם יכולת לעבוד. סיבה ותוצאה.

המוסלמים והאפריקאים "משריצים" ילדים מאותה סיבה שהאלימות בארץ גוהה. זו בעיה גלובאלית, ואתה לא תפתור אותה באמצעות שום חוק או רצח.
