whole milk is shit in the UK. Even though you get the WHOLE MILK (as in FULL FAT MILK), they still skim it! There is hardly any cream in it, infact the WHOLE MILK is only 2% fat. For this reason, it doesn't work with our cheap-ass milk.

Try with a deeper plate, put the color drops around in a circle, and drop some soap in the middle where there are no colors, and then just watch it.
