I stand partially corrected, seeing as I am the naive dick here (of course!). The two wars in the middle east are international efforts (ISEF). Also, manpower is considered priority over firepower in the current conflict, seeing as we are beginning to pull out (that sounds ironic, I know). Therefore, a major upgrade is better instituted in a time of peace, where funding wouldn't be allocated to shipping troops. Please try to refrain from calling me names. It's annoying.

I just re-read my answer and realized that I misread your question. The contractors' stuff comes from the contractors' money. The contractors are contracted by multiple countries and multiple organizations for multiple reasons. Their income isn't solely from the U.S. gov. I am not naive.

they were in Adhamiyah, one of the worst places in baghdad, 2nd Brigade, 1st Infantry division owned those fucking hajji mother fuckers there. Those contractors shoudl have been waaaaaay more prepared.
