This song is about job losses due to industry, mainly car, in the 70s to early 80s, when 50,000 jobs in the british car industry alone were cut (which was necessary for profit) and £8 billion pounds of taxpayers money was spent keeping it alive over 8 years.

A massive tune, and probably of some relevance today.
