@praynoob666 it already was. After you pick up Sweet from the precinct and take the Grove back, you can start conquering hoods again. There are also some hoods that are Vagos territory at that time, even though they weren't before. You can take them over as well. Further, if a gang attacks your hood and you go there, as soon as enemies spawn, move to unclaimed territory and stand there as you kill them, that hood will also become yours.

Mission don't really have numbers in the game. The numbers you find in video titles by other posters are probably the order in which they played.
