  • Well, this movie makes it's own canon and we're simply not told anything about the Joker's past, so as to galvanize his inhuman nature.

  • I'd believe that but when he points out his scars note how he indicates both sides of his face; I think he does that with both explanations. I think Zagethe's hit the nail on the head; I'm sure I heard that somewhere too.

That quote was from the Joker in "Batman: the Killing Joke", which was an influence on this film. In this film it means that he doesn't truly know how he got the scars. He either makes them up to scare people or he legitimately remembers the same event differently due to his insanity. He was about to tell Batman a third one, likely different from the previous two.
