Oops, looks like I was wrong. According to the good people at cicadamania dot com, this is actually two male cicadas. The urge to procreate is so strong in the male cicadas that they will try to mate with each other LOL!
Male cicadas may show territoriality! In this case it's more about the turf than each other! I've seen T. winnemana behave in a similar fashion. Males may even attempt to steal females from calling males by waiting near the calling male.
Looks like the male tried to get some, but she didn't want to give it up LOL! Love those Tibicen cicada sounds from the midwest!
