I believe that the song is both about his mom and about all the people he hurt. He just feels that he hurt his mom most, so the song was written for her. But as a whole, the song was also for the people he hurt.

But, I think you are also right in the fact that the song, as a whole, was a tribute to his mom, as well as anyone else that he hurt in the process of life.
