It depends... If you want Kyogre over Groudon, you should get HeartGold. If vice-versa, SoulSilver. Though SoulSilver may seem like the better choice for Lugia Fans, you can get it at an even HIGHER level (Level 70) in HeartGold. Same thing for Ho-oh in SoulSilver.
