Ok the guy took a reciept as his paper right? Well reciept paper is also known as carbon paper so take your fingernail and scratch the front of your receipt and there will be a black mark. That's how it works

so the paper is kept cold by the metal

if you first make the metal warm it will light just as easy as normaly

has nothing to do with "air" or lack there of. the metal acts as a heat sink, absorbing the energy and transferring it away from the paper, preventing it from being able to reach a high enough temp to ignite.
