Yes, the organ pipes are built into the ground, one opening facing the sea, the other coming out of the pavement. Depending on the waves and wind various sounds are coming out of them. This is pretty cool.

You're right, this does sound pretty annoying. But that's just the video - live it sounds much nicer. When you sit on the stairs and listen to it, it has a kinda calming effect. I live in Zadar, and the Organ has become one of my favorite spots in town.
