i played the game on an athlon x2 3ghz and 4gig ram and still it was running at 30 fps at low to medium settings :P

Most mods doesn't work with patch 1.3. You need to activate the mods through the installer and check if they work with the version of your game.

Like I've said many times. You download their installer and download the mod through it but you need to activate the mods through it too. Mods you can't find through the installer, usually you just place them in the GTA 4 folder or if it is textures/sounds you need to put them in the texture/sound folder and so on.

You need their GTA 4 mod installer. just download it and install it. Then you just need to find it through the mod installer. You need an asi loader such as Alice loader and yu can download the Alice loader through the mod installer.
