im surprised of all the beast wars figures you don't have any of the optimus primal or megatron figures (i mean figures by the original, transmetals 1 & 2)
kind of along the same lines you were saying, i used to wonder why on the show they would have different sizes, but the figures would didn't reflect it. on tv, in robot mode, dinobot was taller even than optimus primal!
If you like this guy you should see the Takara version, the gun is painted and he's alot more detailed :D

yes this is the US version. I really like how the Japan released 10th anniversary Beast Wars figures look. They are very close to the cartoon.
