Yep...you can see the big fish below you and I've seen some people doing this. There was a certain group of people erm trying to snag carp once when I was there...the big man in green didin't agree with it, so their day was over quick fast and in a hurry.
I do know this though, when someone turns you in and you go before the court, the judge will site you in violation of the above KRS and the fine is $253.00 in Rowan County. Ouch!

You may not see'em but the Game Wardens are in the woods and on the water with binoculars watching everyone, everywhere. Your best bet is to stay straight and dont violate the law.
You WILL GET BUSTED! I have seen so many people already this year go to jail over trying to catch a fish illegally as well as drinking alcohol around the lake.
If you can afford it then go for it but Rowan County Jail is not a good place to be!

Some people are in doubt so lets quote the Kentuck Revised Statues, the Law of KY,
KRS 150.010 and 301 KAR 1:140 state this about gigging at a spillway and I quote,
"Gigging and snagging are not legal
from a platform or within 200 yards of a
dam, except below Kentucky Dam. Otherwise,
gigging/snagging is permitted
day or night in all portions of lakes and
streams open to these methods."
