u can get them in the american version, i have fes and got them on there, i dunno about the original but u have to complete Elizabeths tasks and the prizes are at the bottom where it tells u what to do, i dont know the number of the tasks tho

P3 fes is the original game ("the journey" in english, or "episode yourself" in japanese) with Hard difficulty and more social links etc, plus an added story ("the answer").

They're armor, so just equip them with it. The first one I got that had a visible effect was the high cut armor for girls.

274 in a sense. maybe 275. 262 is the highest you can warp to. you walk up to 263, which is right below where you fight Nyx. the top of the tower is 264. the 10 floors of the hidden block, and i dont know if theres a floor where you fight hidden boss or not. im having a hard enough time with the reaper

Akihiko a few days after Shinji dies. Ken-same as Akihiko. Fuuka when her friend leaves. Junpei after you fight a member of Strega (trying not to be a spoiler for anyone else. just words of the future for those who dont know.

Actually I think a whip reflects the best the empress' sort of supremacy, as it's meant to be.

Besides, the Personas don't actually need a weapon, but the user does, so Mitsuru would kind of look stupid trying to kill shadows with a whip, right? XD

In Fes, it is possible for the main characters, as well as any other character (I'm not sure about Koromaru and Shinjiro though) to change into different costumes. In the Persona 3 Fes trailers, you can briefly see the main character doing his victory pose with a different costume on.
