If the officials had called this a penalty, the Steelers would have had first and goal from the 5. A TD would have been the difference in the game (since Baltimore won by 3). The officiating crew should be fined, especially the replay official who reviewed the play, did not call the penalty, and instead ruled the catch an incompletion.
