@kanjonza both. Jeff's program does both at the same time. This is a full body conditioning workout tho and that part of his program will burn lots of fat and build some muscle, compared with other parts that build more muscle than loose fat. This is what you would do in between the days your lifting.

But like when i got muscle sore, or if im lightly injured, What exercises CAN I DO to STILL lose fat?
If im long time inactive, my motivation goes away.

It's perfect for fighters.
