The title is wrong. He didn't steal a tank. He rebuilt an old one. Looks more like a tin or a can, than a real tank though.

Looks like something that happened in san diego years ago that was very similar. Some guy stole a tank from the miramar airbase and drove it around san diego over cars and such.
