That is not on the power line, that is hanging on the support cable for the pole. Which is never charged. There are little round grey insulators to isolate those supports from the lines. You could have safely pulled that tree off with your hands. There is no chance of electrocution on that part of the pole. Its the lines at the very top that are energized.
i remember that night very well. When i woke up the next morning it was the strangest thing to see everything COVERED in branches. the street to my house had 13 tree's or very large branches blocking our road and we had no power for 9 days! it was INTENSE!!!
That was an awesome windstorm in my opinion... we were only out of power for 7 hours and it gave us three days extra for Christmas break because the school had no power!
The scary part is I can hear buzzing in the background. That power line is LIVE! Folks Please stay away from downed power lines....even if you think they are dead...
uh... if youre hearing buzzin in the vid... its cuz the camera is so bad, i witnessed it to, my parents took the vid, but i walked all around it, no wires were buzzing
Hi Sandy...Just be aware that the power repair crews often "flash" the power lines with jolts of juice to isolate and find troubles. So stay well away from those things! They can jump out from the tree to you!

That windstorm was nuts. I remember riding my bike through town the morning after, and I've never experienced Olympia so quiet.
