Not only is this not prusiking, it's an example of terrible form for any ascending system. They've got their feet (which are in a foot loop attached to one ascender) out almost horizontal, when their feet should be under their butt, so it's more of a standing motion. That way you use your leg muscles, and don't get tired so quickly.
It's near Rotterdam, the Netherlands. It's called Monte Cervino, and it looks like the Matterhorn (aka Cervino/ Cervin). You can climb outside and inside the building.

Yeah, prusiking would include using a prusik knot, (which is possibly the easiest knot to tie, ever), or some variation.
