Although German is not my mother tongue, I am a serious student of languages and accents. The announcer is speaking standard high German with the tapped "r", not the back of the throat North German uvular "r" which leads me to believe that he is from Bavaria or Baden Wuerttemberg.
i really don´t want to argue with you,because it doesn´t really matter,but im from bavaria und I study in Baden Württemberg...and if you listen carefully,there are also some grammatical mistakes at the end of his "speech".

I am originally from India & live in the U.S but, I find that people can be good, arrogant, nice, loving kind, friendly etc all over the world.
