The number of ghettos were large around then due to more poverty for different reasons. Until FDR's New Deal, there was no such thing as social security, pension or any benefits such as that. Eventually the U.S. based its currency on silver, not gold and devalued its money. Also, it was closer to when Immigrants were entering the country.
