Watching Youtube's "Nixon Center: The Future of the Republican Party (part 8 of 12)" it's actually hard not to like Zakheim. His eloquence in responding to a 9/11 question was impressive.
As for staging the 9/11 event I'd go along with that but he probably doodled something quickly on a tablecloth - and the Bush administration made that their whole plan

@ m666 agreed. towers were struck in a way to minimise death which in itself tells us it was not a terrorist attack. To strike so early barely anyone at work & hitting the top of tower 1 as opposed to the lower part later in the day - time for tower 2 evacuation before it was hit . Without the dramatic collapses it would have been a weak "terrorist attack". Certainly not the "Pearl Harbour" needed to justify the subsequent military actions, security legislation and trebling of defense spend

As Zakheim says : Historically the US has always been good at 'reacting' to disasters. But next time this will not be enough. Better to do the terrorist's job for them with control over both sides of the event (minimal casualties etc - I doubt a real Bin Laden attack would have included such niceties as an early morning attack on the upper wtc) and full management of it's aftermath already in place - financial,political and military

Warren Buffet referred to it recently in his warning to global insurers to adjust their liabilities for terrorist nuclear events in one or more US city. What Dov S Zakheim did was save many Billions of lives that would otherwise have been lost .
