yea the comment is rlly late but if u still dont know. wen u lvl ur commoner u get skill points as is with any other jobs. when u lvled ur fish ing to 6 u used skill points right? well wenever u lvl u get 3skipp points and 3 stat points that allow u to upgrade skills and stats.
