Some of these folks are clearly cognitively impaired and would starve in a free market, but lots of them are articulate, seem intelligent, and clearly don't realize that their total compensation would RISE if their less-competent coworkers could be culled from the herd and their individual achievements could be quantified and rewarded. THIS is the biggest educational failure I can think of. These are the people we should be able to get through to.

with teachers like this, people who actually want to give their kids an education will be forced to seek it privately. Which means paying twice for their kid's education. Once for state education, which is worthless and unusable, and once for real, private education.
