Dealer dealt the cards incorrectly. All players should have 2 face-up cards before calling for Action. Somehow the Dealer had 2 cards before Powers did, Powers most likely would have gotten 3+Jack.

Standing on a 5 is a terrible move but it's not like you can't win by doing that. Just odds are really low.
